RasterVect is a perfect application to vectorize the raster file. If you have an image contain lines, circle and any other vector type inside it, you can automatically digitize the object in the raster image into vector using this RasterVect. The latest release is RasterVect 16.2.29. You can download this latest version of RasterVect from the link we provided below this post.
